Foster parents receive additional social guarantees

The Cabinet of Ministers adopted the legislative draft of the Law “On Amendments to Some Legislative Acts of Ukraine re additional social guarantees for foster parents”. The Minister of Social Policy of Ukraine, Ludmyla Denysova, said that the law provides the working foster parents (who raise orphans and children without parental care, in foster families or family-type care homes) with a right on leave to attend to a child up to the age of three years. 

To mention, up to the date, the issue of children care leave is not regulated by legislation. The Labor Code and the Law of Ukraine “On leaves” provides a right on leave to attend to a child up to the age of three years only for adoptive parents. In case the legislative draft passes, the foster parents will have the equal rights and social guarantees. Ludmyla Denysova noted, that this issue to be resolved immediately, because as of July 1st this year, Ukraine has 881 orphanages, with 5 840 children (47 family-type care homes with 53 children under the age of three). “This decision of the government will have a positive impact on the development of family-type care for orphans and children without parental care”, said the Minister.
