Goal of the program is to create accessible and not expensive mean of launching satellites and small cargo weighing up to 45 kg to the Earth orbit. As of calculation of the DARPA engineers, such launch will cost less than one million USD, while launching a rocket to the orbit by the company Space X already cost 55 millions USD.

A special rocket with cargo inside is installed on the platform of the low part of a jet plane. A jet plane with loaded rocket starts off from any suitable take off pad or even from aircraft carrier. It does not need a spaceport that cuts expenses significantly. Launching can be made from any place in the world in any direction.

When reaching certain altitude, a rocket unbinds from the chassis not damaging a jet plane, after the first stage got activated. Having entered the orbit, the stage comes apart and the process of unloading of the cargo department starts. Then the second stage also comes apart. All the process takes not more than 24 hours, so that way of delivery could be considered not only affordable, but also fast one.
