DPRK (Democratic People's Republic of Korea) propose to unite the two Koreas into confederation implicating the coexistence of two political systems in one country. Such a proposal was announced by the Minister of foreign affairs of North Korea Lee Su-yong in his speech during the general debate of the 69th session of the UN General Assembly. Afterwards he was accepted by the Secretary-General of the United Nations Ban Ki-moon, who was the Foreign Minister of the Republic of Korea. “DPRK stands upon the reunification based not on a confrontation of different political systems but on a confederation formula which means that each two systems can coexist in one country. It’s the only way to prevent war and guarantee peace” – claimed Lee Su-yong speaking from a rostrum the UN General Assembly for the first time.
He also claimed that the nuclear problem of DPRK can be resolved if only there will be no “threat to country’s sovereignty and its right to existence”. That means the US hostile policy towards DPRK has to be stopped. According to both the Washington’s line and more than semicentennial White House “strategy of suffocation forced DPRK to become a country with a nuclear weapon”.
According to UNO’s press service, Ban Ki-moon took the visit of Lee Su-yong as “a sign of committal of DPRK to agenda of UNO. Secretary-General expressed his hope that all pending issue (among DPRK and international society ) will be regulated through a dialog, that will make it possible get a non-nuclear an peaceful status for a Korean peninsula. He also outlined the necessity of ameliorating of inter-Korean relations as a step towards lasting peace.”
The last Minister of foreign affairs of North Korea who was speaking during the general debates of the UN General Assembly was Paek Nam-sun in 1999. It was a time when The USA and DPRK were trying to normalize the relationships. Washington even agreed to call off some sanctions imposed against Pyongyang. Since that time the isolation of DPRK has intensified mainly because a country has developed and successfully tested nuclear weapon.
Talking about human rights situation in a country a Minister of foreign affairs marked that Pyongyang “is always open to dialog and cooperation” in this domain in case of abandonment of “political motive and any aspect of hypocrisy.” Lee Su-yong was in favor of soonest reformation of the United Nations Security Council, claiming that this clue body of a world organization is “troglodytic” while his work serves as a good example of double standards. According to minister SC has no reaction on US annual military manoeuvres next to the South Korea which are aimed against DPRK while it keeps criticizing missile exercises conducted by Pyongyang as a response.
